Government will not have enough time to switch agricultural producers to the common taxation system from 2015, Yatsenyuk

The Cabinet of Ministers of Ukraine will not have enough time to switch agricultural producers to the common taxation system from 2015, Ukraine’s Premier Arseniy Yatsenyuk told journalists at a round table entitled “Main aspects of the government package of comprehensive taxation system changes” held in Cherkasy region the other day. “As far as taxation is concerned, we need to make decision on this matter in the coming month. I’ve already heard your arguments, they are simply mathematical,” Yatsenyuk said. He requested Ukraine’s Finance Minister Oleksandr Shlapak and State Fiscal Service chief Ihor Bilous to make relevant calculations together with the agricultural sector’s representatives: “Either the current taxation system under which you keep VAT for your development, or the common taxation system under which you pay VAT on a common basis. In the latter case we would be obliged to transfer the consequent additional budgetary revenue back to you as subsidies on simple, transparent terms.” “Prior to amending Ukraine’s law on the State Budget and introducing a law for next year, I would like you to publicly state our well-reasoned position: will the current system be left in place or we are able to upgrade it from 2015? My feeling is that we are not able!” Yatsenyuk said. He noted that chances for the upgrade in 2015 are very low. “Physically, we’ll have not enough time, even if we wanted to do this. Therefore I’ll negotiate with our foreign creditors and partners, and I need arguments for these negotiations. So that I have two arguments against each of theirs, then we‘ll be in a stronger position. You have got all the arguments,” Yatsenyuk stated.
